This is not a bug - Well, perhaps the majority would consider IE a bug, hee hee hee... (actually IE is very buggy - In the news so often).

This is typical of IE because IE does not follow Internet standards. Suffice it to say, I had the same issue on every single site (working on 4 of them right now). The main issue is how IE interprets CSS and standard code.
I realized (the hard way), that if I was going to customize anything, the best approach was to use the new clean templates kindly provided by oac (see here:
http://phpmotion.com/forum/index.php?topic=1327.0). As this will give you a very strong grasp and a solid platform from which to create your own template.
Then make changes as needed and test in all browsers before moving to the next step.
The biggest issue that IE seems to have trouble with is the header and main menu area. You'll have less grief and hair pulling if you just chuck that part out and write your own customized header/menu area.
Re-writing the templates (customizing) to your needs is a lot of extra work, but the result will be well worth it. Obviously you will need xhtml/CSS experience and in some cases php experience would help you!
